Summary:  This is NOT an Entry Level or Training Position. The HR Director oversees the day-to-day operations of the Human Resources department and the work of the departmental employees to ensure overall human resources services are provided to employees of the Fort Mojave Indian Tribe (FMIT.)  The HR Director manages the administration of the personnel policies, procedures and oversees the responsibility of benefits, classification, compensation, performance management, recruiting, staffing, employment practices and compliance as well as employee relations/recognition and communication.

 

Essential Duties and Responsibilities include the following which is not a comprehensive list.

  • Responsible for the researching, development and implementation of the Tribe’s personnel policies and procedures; revising as necessary.  Responsible for distributing revised information to the department heads.  Responsible for all forms relative to the policies & procedures.
  • Responsible for regulatory compliance including the FMIT Law and Order Code and other pertinent laws.
  • Meet with the Tribal Administrator, Chairman, Vice-Chairman and Tribal Council when necessary or as requested.
  • Directs the administration of the group health, life insurance and retirement plans.
  • Responsible for the administration of the 401(k) employee retirement plan, acting as the administrator of the plan. Works with the Employee Benefits Committee and the HR Specialist.
  • Negotiates with insurance companies, brokers or agencies with respect to premiums, terms and conditions, renewals and modifications of insurance contracts and the retirement services.
  • Reviews summaries and other reports regarding health and retirement services.  Meet with advisors and administrative representatives on a regular basis.
  • Advises the Workman’s Compensation Program.
  • Directs the administration of the Unemployment Program.
  • Conduct and coordinates the Department Head recruitment/section process including advertising, screening and interview working directly with the Tribal Council.  Notifies applicants of selection outcome, conduct employment reference checks and prepares for background processing.
  • Responsible for background checks of employees hired in sensitive positions, including fingerprint transmittals, maintaining files and notifying employees and department heads of the outcome.
  • Administration of the job classification and compensations plans, including classifying and reclassifying positions.
  • Oversees  the  preparation  and  maintenance  of  the  job descriptions, working closely with the              Department Heads.(Cont.)
  • Conduct salary surveys with other Tribes, local area  and nationally.  Research  specific job salaries as requested by Department Heads, Management and Tribal Council
  • Coordinates, develops and/or recommends training programs for management and employees.
  • Serves as an advisor to the Department Heads and employees in interpreting the FMIT policies, procedures, processes and chain of command.
  • Serves as an advisor to the Department Heads on resolving various issues regarding employee relation matters, including counseling, mediation, discipline/discharge and more.
  • Plan, process and facilitate grievance hearings.
  • Maintain the Department Head’s personnel files.
  • Conduct Department Head termination and exit interviews.
  • Prepares annual HR Department budget for review and approval by the Tribal Council.  Responsible for the monthly administration of the HR budget.
  • Attends human resources related meetings, seminars and conferences.  Network with other HR directors and specialist.
  • Supervises the HR staff including job duty adherence, motivating, counseling, performance appraisal, compensations, issues, and discipline.
  • Other human resources duties as assigned and/or required.

  • Excellent communication, engagement and diplomacy skills in dealing with employees at all level of the Tribal Government, Entities and Enterprises;
  • Ability to innovative and creatively approach to problem solving, planning and implementation;
  • Excellent written, verbal  and listening communications skills;
  • Ability to appropriately plan and organize; administer and prioritize; monitor and evaluate the work flow of projects and activities;
  • Abilities to manage multiple projects and priorities;
  • Ability to maintain the Tribe’s and employees confidentiality and handle sensitive information in an appropriate manner;
  • Ability to handle complex employee issues and practice good and fair decision making in handling employee matters;
  • Ability to supervise staff;
  • Ability to be self-motivated with a minimum of supervisory assistance.

Qualifications: To perform this job successfully, an individual must be able to perform each essential Duty satisfactorily. Education/Experience:

Bachelor’s degree with major course work in human resources management or related field, preferred.  Five years professional experience in HR.  Professional HR certification preferred.  Must be familiar with applicable laws regulations, ordinances and policies.

Language Ability:

Excellent communication and interpersonal skills.  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence and procedure manuals.  Ability to effectively present information and respond to questions from groups of department heads, managers, employees and the general public.

Math Ability:

Moderate math abilities to generate and maintain departmental budget and statistical information.   Correctly add interview rating sheets.

Reasoning Ability:

Excellent engagement and diplomacy skills in dealing with employees at all level of the Tribal government, entities and enterprises.

Computer Skills:

Proficient in computer programs, including HRIS, Word, Excel, PowerPoint, Outlook and the Internet.

Equipment, Machinery, Tools and Material Utilization:

Computer, adding machine, scanner, copier and fax machine.

Certificates and Licenses:

Valid driver license and be insurable under the Tribe insurance policy.  HR certification preferred.

Supervisory Responsibilities:

Supervises the Human Resources Departmental staff.

Other Requirement:

Must successfully pass a complete background screening.

Work Environment:

The work environment characteristics describe here are representative of those an employee encounters while performing the essential functions of this job.  Work is performed primarily in a standard office environment.  The noise level is usually moderately quiet, with frequent interruptions and multiple demands.

Physical Demands: The employee must occasionally lift and/or move up to 25 pounds. Primary functions require sufficient physical ability and mobility to work in an office setting; to sit for prolonged periods of time; to occasionally stand, walk, stoop, bend, kneel, crouch, reach and twist; to lift, carry, push, and/or pull light to moderate amounts of weight to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard and ten-key adding machine;  and to verbally communicate to exchange information. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions
